The Odessa Pact is a minuscule region, inhabited by a few solitary nations and only one World Assembly Member.

The straight-backed, broad-smiling populace of The Odessa Pact eagerly dismissed concerns of oppression. Denizens generally have very few political freedoms, but some limited freedom is afforded to citizens of nations in the region. The economy of the region is remarkably unremarkable, with members being neither powerhouses nor basket cases. The median tax rate of the region is 48%, but is frequently higher for the wealthy. The economies of nations in the region tend to be weighted more towards the private sector, with on average only 41% of the economy comprising the public sector. Commerce is a priority for governments, accounting for an average of 3% of public expenditure.

In The Odessa Pact, denizens are afforded a reasonable education, although funding is somewhat wanting. The region's law enforcement officials try hard to combat a relatively high level of crime, but are hampered by a lack of funding. Defense is a major priority for governments within the region, with a large chunk of government budgets being devoted to it. Due to the lack of any Public transport, streets are packed with cars, bikes, and assorted noisy vehicles.

Nobody really knows about the state of administration in The Odessa Pact. Observers asked for information, but found nobody was available to take calls. Some government provision is made for healthcare, but at an average of only 2% the provision for healthcare in the region is paltry. No welfare is provided in the region. Those unlucky enough to fall into unemployment are forgotten and abandoned. Spirituality is a moderate priority of governments within the region, with-1% of government budgets being devoted to Spirituality.

Social inequality is rife amongst the nations within The Odessa Pact. Natural environments are quite bad, although some measures have been undertaken to ensure that the environment is protected.
