United Regions Alliance Article of Formation This dispatch is the Articles of Formation that was first founded by the region Autropolis and later ratified by both Autropolis and Kappa Region .

Decrees and Laws This dispatch is the Resolutions that have been passed, proposed, tabled, and rejected along with the voting history of the removal of any inactive regions.

URA Voting Members This dispatch is a list of all the current voting members within the United Regions Alliance.

Overview of the United Regions Alliance

  1. Purpose: To give player created regions a larger voice in the World Assembly through voting on GA and SC resolution. The alliance will also help regions that have proposals that they want to get through the WA as well. They will provide feedback, help with getting it to vote, and getting it passed into law.
  2. How it works: Regions must have a World Assembly Delegate in place. The World Assembly Delegate or ambassador of choice can be the “Voting Member” for the region. Only one “Voting member” is allowed to vote for the region in the alliance voting. The region is allowed to have as many nations on the discord as they would like but they would be considered Ambassadors not voting members for WA resolution voting and Governing Council votes.
  3. Voting Members: Vote on behalf of the member region and are given a certain amount of votes based on how many WA Nations are in their region. More information can be found by reading the World Assembly Nation Voter Act. These votes are used when voting on resolutions and also amendments and rules and decrees within the governing council. However, when election voting is taking place each voting member is only given one vote in elections within the United Regions Alliance such as President and the elected roles in the Articles of Formation.
  4. Consultant role: A Consultant for the Alliance is someone that has expressed interest in helping the alliance though might not be an official member of the alliance. They have no voting power the only role they have is to input and advise on improvements that can be made.
  5. Non-Members: These are regions Founders and Delegates that have expressed interest in joining the URA but have not made a final decision.
  6. Governing Council: This is made up of voting members in the alliance. Each region can propose changes to alliance policy. At that time the Resolution will be brought up for discussion by either the Founder or President of the alliance. Once proper discussion and changes are made. The Founder or President will then call for a vote on the said resolution. The Governing Council only handles day to day operations and management of the Alliance rules and decrees.
  7. Governing Council Elections: These will be held once the Alliance reaches 20 regions strong. This will establish a Chain of Command and accountability in the alliance. The positions are in the Articles of Formation along with a description of duties.
  8. World Assembly Discussions: Will be in the General Assembly or the Security Council text channels. The discussion for these are open to all discord members so that they can express their opinion on the topic of discussion. This is done in the event a representative of the current resolution would like to visit the discord to lobby for or against the proposed resolution. Discussion on World Assembly Resolutions normally last for 48 hours after that Alliance members will be asked to make their recommendation vote in the voting section.
  9. World Assembly Voting: The vote normally lasts for 12 hours or until all regions have voted. If a region does not vote in the 12 hour period then they are excluded from the voting for that resolution. Once voting is over the Founder or President will make the official recommendation for the Alliance. This will be pinned in that channel as well. Once the Alliance has formally announced its recommendation, the voting members’ job is to inform their region of the alliance’s decision in that vote.

  11. Alliance member World Assembly nation counts: World Assembly nation counts are updated prior to each vote on a World Assembly Resolution.
  12. World Assembly Proposal from Alliance Members: Any Alliance region can propose a new resolution to the World Assembly. There is a channel dedicated to that in the discord. This will allow the other alliance regions to discuss and suggest improvements. If the alliance chooses to approve the proposed resolution it will recommend to all alliance delegates to endorse it to get the said resolution to full WA vote.
