Basis

The Federation of Valloria was founded thousands of years ago as an empire. The Empire was founded by wealthy exiled nobility who had strong libertarian views. Centuries passed, and Valloria reached it's cultural height in the 1040's. Valloria, at that time, was the art centre of the world. It's population bordered on 300 million. It was a relatively large country. Centuries of exterior belligerence caused much hate from the international community. And so, the Vicellio family of Romoslavia bought a massive army with their vast wealth, and used it to assault Valloria.

Beginnings

Founded by exiled Athelothian nobles in 566, the land was ideal for farming, agriculture, logging, and mining. Valloria (based off of the family patriarch's name; Vallorio von Ströganov) flourished as a society in the following centuries. With relatively relaxed business regulations, prices for everything were relatively low; thus creating a society that was well-fed and well-off in every way possible. The von Ströganov family maintained a state where people had a sensible mix of personal and economic freedoms, and could challenge the government. People could send what the Vallorians called 'Législåtrekwor'; legislative request mail to the Ministry where the change would effect, and the letters signed by the most people would be considered by the King. Most of the world wanted to live there. Some countries closed their borders so none of their citizens could escape to their supposed 'Promised Land'. Within 100 years, the newly dubbed Vallorian Empire governed all of the surrounding lands, and also was the most cultured nation in the world.

Rise to International Power

Due to it's popularity with world citizens, the population grew exponentially as rapid births and immigration quickly caused new cities to spring up all over. The Vallorians had to take over more land to fit in enough people. Surrounding countries were quickly annexed. The entire landscape became one massive city, with no end in sight. It became a very expensive place to live, but due to the amount of people and the jobs necessary in mining gold caused a low unemployment rate and high income. Taxes were relatively low, at 20% of income. Massive buildings were constructed in new, stronger styles to fit the amount of people. Roads were encased in massive arches. In the entire country, you could not find one unused plot of land. Mines were encased in buildings and apartments were build on the upper floors to accommodate the growing population, which reached 500 million in 1048. As with every massive and rich country, the population became decadent. The country had fallen into routine. The government was sprawling and bureaucratic. Overindulgence was rampant. Valloria's wealth and greed became a vice. The government thought that it was invincible; and so the Vicellio family of nearby Romoslavia decided to exploit that.

The von Ströganov Family

In turbulent times of plague and disaster, the Athelothian King's advisory council, headed by Vallorio von Ströganov, made a reckless decision that resulted in the death of the King as well as the majority of the Athelothian peoples. This decision was fiercely conservative and was objected to by the Count von Ströganov, but the council outvoted him. Nonetheless, the newly crowned King Groeninger II issued a royal decree that exiled the members of his father King Hügo IX's advisory council to uncharted lands in the East, near the Kingdom of Zombipia. This turned out to be a good thing, because without it the Vallorian Empire would not have been founded. The von Ströganov family successfully ruled Valloria for nearly 7 centuries until the Vicellio Conquest of 1294. The line began with King Vallorio, who ruled until his death. His son Pavel I took over, only to die of cancer. Vallorio's younger son Hänžß Ælbêrt took the throne for a little over a year, whilst waiting for Pavel I's son, Pavel II, to reach 18. Pavel II died only 14 years later, as he fell down the stairs of the bell tower, he had become sick days earlier with (most likely) yellow fever. Pavel III, the son of Hänžß Ælbêrt, ruled next, the second longest reign in Valloria's history. Pavel III died without an heir, so Pavel I's granddaughter Geirtrwütte took the throne. Matthaüs, 1st Duke of Schvārtïg, the grandson of Heinz, fourth and final son of Vallorio, a fierce conservative who was shocked that a woman could rule Valloria, stormed the palace and took the throne twice in the Four Years' War. Queen Geirtrwütte regained power and ruled for another 12 years after Matthaüs's execution. In a prior agreement with Vallorian nobles, her daughter would marry Matthaüs's nephew and their son would rule as a member of the House of Byrnes. Unfortunately, the Barodian Contract, which agreed that Barodia would not attack Valloria so long as the von Ströganov family was in power, came into play. Now that the House of Byrnes was in power, the Barodian Lord Ivan iz Ivanov stormed the Vallorian palace and his family ruled for over 60 years until it was found that Queen Geirtrwütte had a cousin, descendent of Pavel II (partially illegitimate), therefore he took the throne: Pavel IV. Pavel IV's daughter Geirtrwütte II then reigned, marrying the Proconsul of Romoslavia. Her daughter Queen Ann, was a Vicellio. This time, Valloria managed to repel the Barodian invasion, although Ann later died after her capture. Her half brother Röbert I ruled next, then his son Röbert II ruled until a constitutional crisis occurred due to the lack of an heir. The Barodians used this to their advantage, taking Valloria again, this time Ivan XII iz Ivanov became Ivan III. Ann's grandson Pavel V took the throne from Ivan 5 days after his coronation. Unfortunately, Pavel V had no children and no relatives. A crisis period resulted where the Palace Guard ruled for 5 years. After 5 years, a descendent of Grigor, the third son of King Vallorï, was identified (after a hot debate that lasted four of the five years of Parliamentary rule) as a viable von Ströganov. He was the 17th Duke of Dēr Hâgue at the time, and became King Röbert III. A direct line of von Ströganovs resulted, lasting nearly 400 years. In Valloria, Kings were styled "His Royal Highness, the Exalted King of Valloria, Emperor of the Vallorian Empire, and Scion Overlord of the Eastern World.

Vicellio Conquest and Further Cultural Downfall

The evil and greedy Proconsul of Romoslavia Vincenzo Vicellio used his administrative power to quietly invade the outer reaches of the Vallorian Empire. He then became emboldened when he found out that the great Vallorian Army had been gutted by funding reductions and had no active duty officers. Proconsul Vicellio and his army ran through the streets of Valloria, shouting that the Vallorians were now under Vicellio rule. The King's Palace was taken by force as the Royal Guard and Imperial Garrison was slaughtered to make way for Proconsul Vicellio. Vicellio himself took the honor of decapitating the last King from the House of Ströganov. He nominated and inaugurated himself as the new Grand Imperator of Valloria, and forcibly introduced Latin as the new national language instead of Haigh Balloreian (Great (or High) Vallorian). Vicellio greatly limited the civil, economic, and political freedoms of the Vallorians, and now it was Valloria's turn to limit expatriation. The Bubonic Plague ran rampant through the tight confines of Valloria in 1348 to 1359, killing 1/2 of Valloria's 1.5 billion citizens. Nearly four centuries after the Great Oppression began with the Vicellio Conquest, the House of Crassus ended quite violently as the last descendant of the House of Ströganov became a figurehead of the rebellion and brought new energy to the cause. A grand Vallorian Rebellion Navy was formed and the Vicellian Navy of Schvaartyg could not hold them off.

The Great Oppression and it's Rulership

Due to the violent, backstabbing nature of the Vicellio family, their family was quite small. During the Bubonic Plague, Emperor Lothræl II, the only surviving member of the Vicellio family, was rendered infertile by buboes on his genitals. His partially illegitimate grandson Cornelius was too young to rule. Lothræl II died of old age in 1378, leaving the throne empty. The King's stepson (his wife's son from a prior marriage) took power and gave rise to the House of Grellius. He ruled with an iron fist, oppressing everyone near and far. Before the 25-year-old King Caligula could have a male heir, he was overthrown by the Palace Guard because of the severity of his reign. So ended the House of Grellius. His stepbrother and son of Lothræl, King Cornelius, who was too young to rule at the time when Lothræl's reign ended, took over, restoring the House of Vicellio. Unfortunately for Cornelius, Caligula's daughter Arbitraga, declared herself ruler and assaulted Cornelius with the Northern Army. Cornelius was executed after being defeated and Arbitraga took the throne, becoming the first ruling Great Oppression Queen of Valloria. Arbitraga, being the daughter Cornelius and the Queen of Romoslavia (which had become an independent Kingdom after the fall of Rome), was also the Princess Regent of Romoslavia, because her mother, though ill in the mind, was still alive and still Queen. Once her mother died, her brother, King Caucûs of Maxtopia (Romoslavia's southern region) stormed the palace of Romoslavia and killed Arbitraga. He then took the throne of Valloria as well. So began the House of Klak'dor. After three generations of Klak'dor Kings, the Palace Guard gained more power. They became a sort of legislature. They voted to oust the Klak'dors because they had become so evil that they massacred thousands of Vallorians every day. The third Klak'dor King was executed. A male descendent of Arbitraga named Doringkraal of Beird took the throne after a three day period of Commonwealth wherein the people were ruled by the Palace Guard. Four generations of Beirds, Doringkraal, his granddaughter MakKanzo, her son Lothræl III, and his daughter Kalaia ruled before last remaining descendant of the second Klak'dor King's brother from the newly formed House of Crassus took over, storming the Palace Grand. The House of Crassus ruled until the end of Romoslav era in 1687.

Reformation and The Vallorian Federation

The first Vallorian Federation was announced in 1693. After a civil war between the newly adorned citizens over what to do with the massive stores of gold under Vicellio's palace before the land was taken over, the second Vallorian Federation came into play. The citizens built a massive wall with a guard placed every 10 feet. Only the capital city was left, after the surrounding countries had taken most of the land previously owned by the Vallorians. First of the Counts was Hans Albert von Stroganov, the last remaining member of the von Stroganov line. Next, Pamela Hanssen was elected. Ǽlthelwulffe Aeliaes, the third Count, corrupt and a crony. He drove Valloria into a massive economic debt and a cesspool of hatred from the international community.

Charter

  • PREAMBLE:

We the nations of The Democratic Alliance of Free Nations, in order to show our regional unity and pride, set about justice within our region, and to ensure freedom within our region, do hereby establish this Charter. The Code of Assembly Conduct is the chief contanation of the Preamble. The Code is a rough guideline of which all region member states must follow. There is no place for religious concerns in the Assembly, although it is stated [see Freedom to Practice Act, Legislative Laws] that in your state it is encouraged to practice your chosen religion. There is no profanity, obscenity, innuendos, or trolling allowed in The Democratic Alliance of Free Nations. This is enforced strictly [see Policing Act, Executive Laws] by the visCount of the Regional Bar, which may call any nation who violates the rules to court. You may challenge any decision made by the Assembly [see Objections Act, Legislative Laws], and: welcome to the Assembly!

  • LEGISLATIVE:
  1. • Greater Majority Act:

All matters concerning the greatest majority of region member states (85% or above) will be transferred to the highest authority immediately for emergency viewing.

  1. • Lesser Majority Act:

All matters that concern a single or a small number of region member states (10% or below) can be handled in a unity in private by the involved party(ies), or can be brought to regional Assembly attention by a majority vote (50% or above) by the involved party(ies).

  1. • Wartime Aid Act:

During times of war with other nations, region member states can call upon the aid of one or more other region member states to aid them in their defense effort. The aid can either be given by the region member state whose aid was requested individually (without Assembly support) or can be brought by the region member state whose aid was requested to the Assembly for viewing by the appropriate department. This aid cannot be requested if the requesting region member state attacked first, because The Democratic Alliance of Free Nations is not a pro-war region.

  1. • Objections Act:

All regional member states are subject to decisions made by the Regional Assembly. All regional member states have full rights to submit a request to the Assembly in order to repeal the bill. The Committee of the Assembly to which the decision applies is required to review the policy upon repeal request and either dismiss the request or put it to hearing by Parliament.

  1. • Equal Representation Act:

All regional member states are equal, therefore every region member state has an equal say in every Assembly matter, no matter how powerful or weak the inherent region member state is.

  1. • Chancellor Act:

The Chancellor of the Assembly will be elected by majority rules by present members of Parliament every 20 days. The Assembly Voting session lasts a total of 4 days.

  1. • Party Act:

There are no regional political parties, as to prevent invasion. You may support a nation for an office during voting, and you can campaign for them in the RMB.

  1. • Disaster Act:

Pandemic infections, radioactive disasters, natural events with detrimental properties, and other things are all causes for immediate Assembly action in favor of aiding the affected region member state.

  1. • Freedom to Practice Act:

All region member countries have full rights to act in accordance to their religion, and may hold any religion (or non-religion) to be their own. It is against the Code of Assembly Conduct [see Preamble] to address any issue in the Assembly any way except the morally right way. The Assembly is not a religious place. You may practice any religion that you wish inside your own state, but Assembly must make decisions on the behalf of the whole population, which is made up of many different religions.

  1. • Addenda Act:

Any and all addenda to this Charter must be proposed by a region member state. This region member state must then submit it to the visCount of Bill Drafting. The visCount of Bill Drafting must then review it, correct any spelling, grammatical, or informalities of the proposed amendment. The amendment will then be sent to the Chancellor of the Assembly to be put on the voting floor. As such, a poll will be taken in the RMB to see whom supports the bill. The proposer of the bill may not vote, or the bill will immediately be taken off the floor and be counted as spam. If the bill is voted in as regional law, only the Count(ess) can veto it. The Count(ess) can only veto the addendum if (s)he has the support of the visCount.

  • EXECUTIVE:
  1. • Count(ess) and visCount(ess)(e)s Act:

The Count(ess) and all visCount(ess)(e)s are elected every 20 days by present members of the Assembly. The Assembly Voting session lasts a total of 4 days.

  1. • visCount(ess)(e)s of Exception Act:

The only visCount(ess)(e)s exempt from the Count(ess) and visCount(ess)(e)s Act are the visCount of the Administration and the visCount of the Interior. The visCount of Administration is the Founder, puts into effect all rulings, and has no other powers. He is not elected. The visCount of the Communications is the WA Delegate for the region and thus is elected fairly through endorsement.

  1. • Policing Act:

The executive branch of regional government is in charge of defending the Democratic Alliance of Free Nations against offenders. This act enables the visCount of the Communication (in coordination with the Count and the visCount of the Administration) to immediately suspend any region member state from their position in the Assembly for 48 hours. In these two full days, it is expected that the judicial branch [see Trial Act, Judicial Laws] of regional government will respond accordingly, either beginning the trial or acquitting the accused.

  • JUDICIAL:
  1. • Inadequacy Clause Act:

Any bill ratified by the Assembly can be declared "inadequate and not compliant with the Charter" by the visCount(ess) of Bill Ratification, but only can (s)he do so if (s)he has the full support of the Count(ess) and the visCount(ess) of the Communications, whom of which will commission the visCount(ess) of Bill Drafting to rewrite the bill to be re- debated by the Assembly.

  1. • Abuse of Powers Act:

The Count is an elected position with many powers of which can be abused. Any and all visCounts can call forth an emergency 'visCount Vote' that immediately removes the Count from office, but only if the vote is unanimous. This is applicable to any visCount or the (Deputy) Chancellor.

  1. • Fair Trial Act:

All region member states have a right to a fair trial. The Judge in all trials is the visCount of the Judiciary. The jury members are randomly selected members of the Assembly, always headed by the visCount of the Jury. All cases are prosecuted by the visCount of the Regional Bar and can either be defended by the defendant or the visCount of the Defensive Bar. If either of these positions is inactive for the entirety of the trial, any Assembly member can intervene and "sub" as one of these positions. Trial is held in the Regional Message Board, always titled with a bolded message: (Trial In Session: Case #{PROSECUTION} versus {DEFENDANT}). If an official court message is not titled as such, it will not be counted as a courtroom document. Trial lasts 4 days. Double jeopardy is not permitted unless a direct order from the visCouncil Collective is given. The visCouncil Collective is made up of the visCounts and the Count.

  1. • Appealing Act:

If and only if the jury's decision was not by landslide (75% or above), then an appeal is allowed. Appeals are otherwise not allowed. If a member state is found guilty in an appeal court (this is held by the Chancellor and is juried by the entirety of the Assembly), they are automatically sentenced to a life ban including all puppets [see Sentencing Act, Judicial Laws].

  1. • Sentencing Act:

Consequences are limited to the following: a 10-to-40 day removal from the Assembly, a 1-4 week ban, a 1-2 month ban, a permanent ban of all puppets, an ejection, and a permaban (including or not including all puppets).

  • ADMINISTRATIONAL:
  1. • Count:

The Count can veto legislation made by the Assembly (only with the full support of the visCount of whose domain the decision effects); call forth an emergency hearing to remove a visCount from power; advise the visCount of the Communications in matters of public relations & regional delegate decisions; advise the visCount of the Administration to remove a member nation from the Assembly.

  1. • visCount:

The visCount can veto legislation made by the Assembly (only with the full support of the Count and the visCount of whose domain the decision effects); call forth an emergency hearing to remove the incumbent Count from power; advise the visCount of the Economy of whom to give loans to in the Regional Economy Role-Playing Game (RERPG); advise the Count to advise the visCount of the Administration to remove a member nation from the Assembly.

  1. • Chancellor:

The Chancellor can call forth and dismiss all Assembly meets; call forth an emergency vote to repeal any bill; suspend any member nation from the Assembly for up to 24 hours; take Countship if the Count is inactive for 10+ days without prior notification of the Assembly; be voted in for emergency powers that include dismissing any visCount (that can only if the requested grant of emergency powers is voted true unanimously).

  • PROVISIONAL:

Fair Trial Provision: [see Fair Trial Act, Judicial Laws]. Disaster Provision: [see Disaster Act, Legislative Laws]. Freedom to Practice Provision: [see Freedom to Practice Act, Legislative Laws]. Objections Provision: [see Objections Act, Legislative Laws]. Free Speech Provision: No region member state will be oppressed in it's ability to publicly voice valid concerns with the Assembly or any other governing body/individual. Majorities Provision: [see Greater Majority Act, Legislative Laws]. [see Lesser Majority Act, Legislative Laws].
