Voskakova is the 2nd largest city, and the capital of Valokchia. The city serves as a seat for one of the largest universities in Valokchia, and a large port in which most trade occurs. The parliament, and the palace of Serpiko Pavlovic is also situated in the city, and serves as a primary center of culture for Valokchia. It is also a somewhat densely populated metro area, spread over an area of 729 square kilometers, giving the population density of Voskakova of 1800 people per square kilometer.
