The Commonwealth of Davishire is a Constitutional Monarchy located on the Arctic Coast of the European Union. Davishire borders Poland-Lythuania to the east and Imperial Prussia to the south. As of the July 2014 census the Commonwealth has a population of 758,900,000 people. The Head of State is His Majesty King Hubert the Second, the Head of Government is Prime Minister the Right Honourable Steve Mannion MP.

Politics

Head of State

Davishire operates under the system where the parliament holds and exercises the authority and power of the sovereign who is the King of the Commonwealth of Davishire. The current Head of State is His Majesty King Hubert the Second.

The Head of State conducts the opening of Parliament every year usually in October or November.

His Majesty is required to sign all pieces of legislation in order for it to become law. Although His Majesty rarely does not allow the passage of laws he has done so in the past, notably earlier in 2014 when the Liberal and Labour party attempted to pass legislation which would have abolished the monarchy. This move caused controversy in the Commonwealth of Davishire as it is an important part of the Davishire democratic system that the House of Commons and the democratically elected government is seen as the organisation which governs the country.

The Cabinet

The Cabinet consists of various Secretaries and Ministers of State who write legislation,make decisions and run the country. The Cabinet is chosen by the leader of the government party. Each Secretary of State has the authority to make decisions when there is an emergency situation or to write legislation to put to the House of Commons.

The Head of the Cabinet is the Prime Minister who is also the leader of the majority party. Each government department has a Secretary of State representing the department alongside various junior ministers representing other aspects of the department.

Members of the Cabinet do not have to be members of the House of Commons, some members can be members of the House of Lords whom have not been democratically elected.

House of Commons

The House of Commons is the lower house within the Davishire Parliamentary System, however the House of Commons is the body who has the final decision as to whether bills are passed to the Sovereign to receive royal assent and be passed into law. The House of Commons has precedence over the House of Lords and even the Monarchy itself.

The House of Commons consists of 100 members of parliament who are elected to represent one of 100 constituencies. The House of Commons is split along the lines of party politics where members of the government party are sat on one side and the opposition on the other.These MPs vote on a regular basis to approve legislation and hold the government to account. In order for legislation to be approved the government must gain a majority of 51 MPs or if a matter of constitution a majority of 75 MPs.

Any MP has the opportunity to present Private Members Bills to the House of Commons in order to try and introduce new laws or repeal old ones, however because of the large number of government issues which pass through the House of Commons there is often not much parliamentary time remaining to debate and vote on such bills.

House of Lords

The House of lords is an unelected house whose job is to scrutinise legislation put forward by the House of Commons. Once appointed Lords serve for a term of 10 years or in the event of a special honour life.

The House of Lords does not have the power to stop the passage of legislation through parliament however it can enact changes which must be approved by the House of Commons. This means that the house has the ability to significantly slow down the passage of legislation. However the House of Commons does have the authority to avoid the process of the House of Lords and send legislation straight to the King for Royal Assent through an act of parliament.

In a similar way to the House of Commons the members of the House of Lords are appointed along party lines which means that the governing party is able to appoint new lords when vacancies become available.

The European Union & Davishire

Accession to the EU

On the 4th April 2013 the Imperial Parliament of the then Imperial Commonwealth of Davishire joined passed the final legislation needed for Davishire to join the European Union. At the time of Devonshire's accession to the EU the Conservative Party had been in government for nearly 2 decades and unpopular ministers were trying to retain their position in government.

Relations Between Davishire and the European Union

Davishires' initial entry into the EU was initially a rocky one. Legislation passed before the country joined the union caused controversy across the EU because it gave the Imperial Parliament the authority to ignore European institutions such as the European Court of Justice and the European Council. This caused distrust with other EU member states which ultimately has soured relations between Davishire and other members of the European Union over the longer term. The effects can still be seen over one year on when many countries do not trust the new Commonwealth of Davishire.

During August 2014 the Commonwealth of Davishire nearly entered full scale war with Poland-Lithuania, whose government made accustions about Davishire's military activity. Davishire nearly also went to war with Groot Belgie after the country suffered a coup and massacre by its former emperor. The controversy with Poland-Lithuania further soured Davishires' relations within the EU

The Prime Minister, Steve Mannion, has recently confirmed that the Government of Davishire is planning to avoid further controversy in the European Union over the longer term. This is going to be conducted through providing EU councillors with assurances over Davishires military activities and also through the increase in trade deals and other forms of international cooperation.

His Majesties Armed Forces are the military forces of Davishire and its territories. Numbering over 5 million personnell with hundreds of ships and tens of thousands of aircraft. His Majesties Armed Forces are split into 3 clear sections. The Commonwealth Army is the land force, the Royal Commonwealth Air Force and Air Force Reserve conducts air warfare and the Commonwealth Navy conducts naval and space operations. MI6 and MI5 are secret agencies with responsibility for foreign intelligence gathering and domestic security.

Law and Order

Policing in Davishire

The Metropolitan Police was founded in Davishire in the year 1829 by Sir Robert Peel, former Secretary of State for the Foreign and Commonwealth Office. Davishire follows the principle of policing through consent. This means that people respect the authority of police officers to carry out their duties in the enforcement of the law and protection of the public. This system has been successful since the Metropolitan Police was initially formed in 1829.

As a result of this successful system and the laws that people in Davishire may not possess firearms Police Officers, buy and large, do not carry firearms. Instead non-lethal equipment is used. This includes the 22" extendable baton, CAPTOR incapacitant spray and rigid handcuffs. All of the equipment used is to ensure the safety of the police officer. Specialist groups within the Police Forces are trained in the use of firearms and are regularly equipped with them. However this represents only 1% of all police officers within Davishire. 50% of the Davishire Police is also trained to a category 1 rating for Public Order and RIOT control.


The Metropolitan Police Service

The Metropolitan Police Service is responsible for the enforcement of law and the maintenance of order within the capital city of Davishire, Sandford and other key cities of Portland and Weymouth. The Metropolitan Police also specialises in anti-terrorism operations, Royalty and Diplomatic Protection and cyber crime. The force numbers 50,000 warranted officers in Sandford, 30,000 in Portland and another 30,000 in Weymouth. This is very small in comparison with the population size of those cities.

The Regional Police Services

The Remainder of Davishire is split into 4 other Police Forces which are responsible for the smaller cities,towns and rural areas. The Thames Valley Police is the larges of the forces covering much of the north and west of Davishire and totalling nearly 30,000 warrented police officers, South Buckinghamshire Police is the second largest with 28,000 warranted Police Officers and the other two police forces each with 25,000 warranted police officers.
