Overview
The Federation of Kokotov is a huge, economically powerful nation, remarkable for its punitive income tax rates. Its hard-nosed, hard-working, cynical population of 432 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.
It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Kokotov City. Citizens pay a flat income tax of 60%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Tourism.
Citizens wishing to be parents must undertake a series of gruelling tests to evaluate their capabilities, soldiers go to war dressed in cassocks and robes, children have taken to using semaphore in light of the recent mobile phone ban, and military spending is on the increase. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Kokotov's national animal is the Princess, which frolics freely in the nation's many lush forests, and its currency is the Pokotoshov.
