The Western Isles of Naybra, more commonly referred to as Naybra (NAY), the Western Isles, or simply the Isles is a federal constitutional republic, consisting of eight major islands, each considered a state, plus one federal district. All eight islands reside in Panessos around the Equator, just southwest of the continent of Regalia. The climate and geography of Naybra is tropical, consisting of three different biomes: tropical rain forest, tropical dry forest, and tropical savanna. The islands' warm and moist climate provide ideal conditions for tourism, the second-largest source of income for Naybra.

Naybra has been inhabited for almost its complete existence. Native Naybrian tribes remained isolated from Panessos for a large expanse of time, before being discovered by explorers from the Empire of Austria Regalia in 1453. After a period of colonization in the 15th century, Naybra was integrated into the large Austra Regalian Empire, being the furthest western colony of the time. After the Regalian Empire's collapse later in the century, Naybra was absorbed into the newly independent Empire of Gillenor. Naybra benefited greatly from Gillenorian influence, with new ideas, concepts, and technology vastly improving Naybra's standards of living, though these advancements remained manly on the easternmost islands. Through the centuries, Naybra served as one of Gillenor's largest agriculture producers, much thanks to the vast abundance of natural materials and its diverse wildlife. Naybra continued to supply Gillenor with many exotic goods, leading to the increase of in the colony's importance.

When the Great Panessian War broke out in the early 20th century, Naybra was one of the Gillerorian colonies that stayed true to the Empire. This war introduced Naybra into an industrial revolution, switching from harvesting foods and materials to manufacturing war machines for defense of the Empire. Gillenor became victorious and Naybra was rewarded with the establishment of its own colonial government for its contributions in the war.

Soon after the end of the Great Panessian War, Naybra went through a period of expansion, quickly expanding the known boundaries of the colony and displacing many of the remaining Native Naybrian tribes. Through this exploration in the 1950s, new resources were discovered, included many radioactive elements. Gillenor acted quickly to siege up these elements to construct the first nuclear weapons of Panessos. After a series of abuses and disputes, this lead to the Naybrian War of Independence. The ensuing war ended in the 1960s with the defeat of Naybrian rebels and anti-imperial Gillinors and a failed independence of Naybra. Although, soon after, a brutal assault of a Imperial base in the jungles of Naybra caused the withdraw of the empire. Naybra was left in a state of non-governance, where it remains to this day.

Naybra is a developed country and is the sixteenth-largest in terms of GDP, with an estimated GDP in 2013 of $127.52 trillion – ??% of the regional nominal GDP and ??% at purchasing-power parity. The per capita GDP of Naybra is the region's fifth-highest in 2013, estimated at around $78.38 thousand. The economy is fueled by an abundance of natural resources, a partially regulated economy, and an unemployment rate of 3.77%; and while its economy is considered industrial, Naybra continues to be one of the region's largest manufacturers.
