The Holy Decreeist Empire of Cossack Khanate is a sprawling, powerful nation. It has a medium-sized government, and is ruled by a benevolent imperator, Supreme Royal Commander Cyprus Khan. The people are represented through an elected Senate, which acts as the legislative body with the approval of the Imperator. Although the Imperator is given almost supreme power over the populace, the current government runs as a tyranny-by-majority state.

Economically, it is capitalist and well-off, and is a supplier of both raw materials and finished goods to other nations. Arms Manufacturing is the nation’s main industry, and Cossack manufacturers rank in the top 1% in the industry (As of FY2018 Fiscal Year).

The spiritual populace are mostly devotees of Hinduism, and this is also the official state religion. There is also a small tribal minority (.14%) that believes in a religion that has not been able to be described. The national language is Cossack, which draws roots from Latin and Kyrian.

History

--Pre-Modern History--

The ethnic Cossack tribes are understood to have migrated from Latin and Kyrian speaking lands, and settled in the modern-day Vaishalle province. They soon established an agricultural society. Over the centuries, they slowly moved north and to the west, establishing scores of small kingdoms as they went.

In about the 1400s, a ruler of a kingdom in modern-day Kalir by the name of Emperor Qias decided to unite the Cossack-speaking peoples into one empire. He took over the modern-day provinces of Ram, Selvik, Plaav, Sen, and Polorad. He was killed in battle, but not before his son Qias II was able to take the throne. He realized his father’s dream of uniting all the kingdoms into one empire. This Qiasian dynasty lasted for over 250 years, and the achievements in art, science, medicine, and other cultural fields gave rise to the beginning of Cossack nationalism in what is now called the First Cossack Awakening.

--1700-1900s--

After the last Qiasian emperor left the throne in about 1712, a military general by the name of Isak Tomasz took power. He was more interested in expanding the nation and its wealth than aiding cultural accomplishments. He focussed his resources on conquering the modern-day province of Montz, which had been under neighboring rival country Helsent’s control but was inhabited by a Cossack populace. Once he achieved this, he moved on to form a pact with New Prussia and the Kyrian Empire (now Night Regime). He used these allies and many more to build a powerful naval force on the coasts of new colonies. He then conquered many islands and small coastal nations, and used the raw materials found there to enrichen the new Cossack Empire. Isak Tomasz died at his home in Vaishalle, in 1759. Although his actions brought riches to the Empire, the colonies eventually rebelled and were granted independence by 1924.

Ideas and materials arriving to the Empire through these former colonies enabled the Cossacks to begin industrialization and modernization.

--1900-1990--

In 1986, The Communist Bloc was in power over the lands of the Khanate. However, they were also fighting a well-backed uprising in the northwest, from the native Rejavikians. Communist troops stationed in the West attempted to move in to crush the uprising, leaving the Khanate lands relatively unguarded. A young captain in the local anti-communist militia of Selvik, Cyprus Khan, decided that it was the right time. Gathering his troops and some other units, about 50 militia troops stormed the Communist administration building in Selvik, killing all Communist personnel. Immediately, the Communist People’s Revolutionary Armed Forces sent over 200 troops, scouring Selvik for the hidden rebels. First shots were fired between Khan’s unit and PRAF troops. One of Khan’s troops was shot in the arm, and 6 PRAF troops were killed and 2 wounded. On December 6, 1986, PRAF troops stormed into a school and took 9 students hostage. They demanded that all rebels come out and lay down arms. At 4:14 P.M, Khan lead a covert operation of 20 men to the meeting site. They shot all the troops holding the children at once, and killed the rest. At one point, a PRAF troop attempted to sneak up on Khan, but a child attacked him. The PRAF troops turned and shot the child, and the child died of injuries the next day. After this horrific incident, the enraged Cossack populace began a nationalist rebellion against the ruling Communists. After planned successful assassinations of top PRAF Generals, the Governor of the Cossack lands agreed to recognize the Khanate’s independence and non-agression for 15 years, in the presence of many international powers. Khan was almost unanimously elected by a people’s representative to be the de facto Supreme Leader, and he built the government and had it running by 1990.

--Wars (1992-2003)--

The Khanate has had several direct wars in its history, not including aid wars and support wars

1st Cossack-Versailles Isles War (4 Days): On October 28, 1992, a platoon of the Versailles Armed Forces camped in a unclaimed tract of land near Cossack colony Dzera. After reports of gunfire between Dzerian Border Patrol troops and the encamped platoon, The Khanate sent a warning to the Versailles Isles government to remove their troops, but they refused. After this, the Khanate declared war, demanding that 10,000 Cossack guilders ( 19,000 U.S dollars), be paid in reparations. The VAF Platoon charged over the border, attempting to claim a 0.6 kilometer radius. The DBP responded by sending 2 Units of backup. The final battle ended with the platoon’s surrender, with 7 dead on the VAF side and no casualties on the Dzerian/Cossack side. Ended November 1st, 1992

Spear Danes Militant Incident (2 weeks): Cossack troops were in holding of the Lower Asylum Islands. In May 1994, Spear Dane troops invaded the southmost island. However, they were not following orders from the government, the invasion was to capture a wanted Spear Dane rebel. In the process, they wrecked a Cossack store and went into hiding. The Cossack store-owner reported it to the local military administration, who dispatched a unit to finish the Militants. The ensuing standoff took 46 minutes, where a negotiation was reached and the militants paid for the repairing of the shop and extra for inconvenience. Peace was reached and no war declared officially.

Cossack-Balder War (1997-1998): In 1997, Balder had a growing colony on the borders of the Khanate. To suppress the growing communist threat, SRC Khan dispatched two Infantry Regiments, a tank unit, and a recon and special operations team with semi-military group Sniper Regiment. The Cossacks conducted a blitzkrieg-type attack, leveling the administration and military buildings. Lead by Commodore-Major Harrison Lanchester, they converged on the Balder troops from all directions, forcing them into the capital. The following siege lasted for 2.5 weeks, and the remaining Balder forces fled the city and attempted to fly out of the country. However, they were confronted by a squadron of fighters from the Cossack Royal Air Force, and were shot down. Only five Balder troops made it out of the colony alive. The colony was placed under military administration for a month, before being sold to Neo Belgique for 10 million Cossack Guilders (19 Million U.S Dollars).

Alliance of the North Insurgency (2002-2003): The Alliance of the North, a union of several powerful city-states built deep into the Ice Quadrant closest to the Khanate, was an isolationist, militaristic, and almost mercenary nation, lead by Dictator Samuel Flamme. Leading up to 2002, it had argued over land borders with neighboring Rejavik, one of the Khanate’s closest political friends. However, on April 19, 2002, North’s forces invaded a small Rejavik town on the border. Enraged, Rejavik declared war. As per treaty, the Cossack Khanate declared war a day later. By this time, the town had been seized by Northern forces. 2 Cossack paratrooper units and 5 Rejavikian infantry units arrived in the town 5 days after the invasion. After fierce and drawn out fighting, the North’s forces fought a retreat into their land. However, the Rejavikian government wanted the North finished off. As backup, 100 Cossack Infantry units, 16 tank units, and 10 squadrons of fighters and bombers arrived on the border on April 30th, 2002. Rejavik troops numbered 2,000 infantry, 50 tanks, and 35 planes. The Rejavik-Cossack combined forces were lead by Cossack Konzul-General Rihat Dewstaad, and commenced the invasion by charging 10 km on a semi-circle basis, so the front is curved. The force captured and burned towns along the way, facing medium resistance but overpowering them easily. They stormed one of the 10 cities. The following battle holds the Cossack record for the coldest Cossack battle ever fought, at -11 Celcius. Due to this many troops depended on aircraft attack to fight. In the end, they killed all but one unit of AoN troops. The North’s government refused to surrender, so the Cossack-Rejavik force decided to call for increased air attacks. 95% of every city was destroyed between June 10-December 2. From a small town, Dictator Samuel Flamme of the Alliance of the North surrendered to Konzul-General Rihat Dewstaad of The 1st Cossack-Rejavik Attack Force on January 3, 2003. 80% percent of the land was gifted to Rejavik, 10% percent was made a Cossack colony, and the remaining was made a military encampment for both the Khanate and Rejavik.

Administrative Provinces

The Provinces of the Khanate are listed here:

  1. Selvik Capital Province
  2. Vaishalle
  3. Aziv
  4. Vishnu
  5. Polorad
  6. Montz
  7. Sen
  8. Plaav
  9. Kalir
  10. Ram

In addition to these, the Khanate maintains several colonies, also listed here:

Dzera: In 1996, Cossack naval forces came ashore on uninhabited coastal plains, which seemed to show promise for agriculture. Several months later, a group of Cossack colonists from various districts, numbering around 200, came to the plains. When asked to come up with name to call this colony, Governor Vulian Korels said “Dzera”, giving rise to the name of the colony.

As of 2018, Dzera ranks in the top 5% of the world for agriculture, its main source of income. Fishing is also very popular, followed by automobile manufacturing and information technology. However, technology is limited to Vehr, its capital and its populace is focussed on agriculture.

Upper Asylum Islands: In 2005, the Cossack Khanate peacefully annexed the Islands on request of the government. The Upper Asylum Islands are ranked 303rd in the world for fishing, as of October 21st, 2018. Furniture restoration, retail, and tourism also rank high in the Islands. Although the Islands are under Cossack rule, and the native populace is both conservative and obedient of the law, foreigners generally find the Islands the most attractive of the Khanate’s lands.

Lower Asylum Islands: After Balder administrators left the island chain in 2010, the Islands were left to govern themselves. Like their northern neighbor, they requested to be annexed by the Khanate, which was granted on October 20th, 2018. Beverage sales and cheese exports are the main industries of these islands, as well as basket weaving. In contradiction to Cossack interests, civil rights are almost excessive in this colony. However, the populace is both religious and compliant, so Cossack lawmakers hope that the new government will be easily able to control excessive rights while maintaining the high amounts of cheerfulness and content in the colony.

All colonies have an independent government as well as an elected President and have a vote in laws passed by the Cossack Senate. However, to represent the Cossack government, a Governor is appointed by the Imperator and is approved by the Senate.

Structure

The Khanate’s government is headed by the Imperator. He is assisted by the five Ministers. Major roles in government are listed here:

  • Imperator: Supreme Royal Commander Cyprus Khan
  • Royal Empress: Meenakshi Viram Khanum
  • Lord Regent: n/a
  • Minister of Foreign Affairs: Ryan Vehr
  • Minister of Finance: Nicholas Arzvich
  • Minister of Internal Affairs: Venu Lehman
  • Minister of Security: Jarl Ghatak
  • Minister of Advancement: Alli Prikaf

Each ministry is further divided into departments, and there are 24 departments overall. Each department is headed by a Commissioner and two Assistant Commissioners. Each department is further broken into either Secretariats or Offices. Each secretariat is headed by a secretary and each office by a director. The main legislative assembly of the Khanate is the Senate, composing of 100 senators. Each province elects 10 senators. These senators have to either be former senators, provincial governors or legislative members, or district chancellors. Beside the national Senate, each province has an Assembly of district chancellors, and most districts have some type of local government.

The Senate creates all legislature that is either approved or vetoed by the Imprator. If vetoed, the bill cannot be passed by any Senate majority. On the other hand, if the Imperator creates a law, it can be struck down with an 85% majority in the national legislative assembly.

Unlike many governments, the judiciary cannot directly strike down a law for violating previous law, but instead one of the 5 Imperial Advisors is a representative of the Supreme Court in the cabinet (the others being a military strategist, economic advisor, a foreign affairs advisor, and a policy advisor).

Geography

The Cossack terrain is generally average, although climate and land vary greatly between regions. The wettest and most fertile region is the province of Vaishalle, with the driest region being western and northern Aziv province, and parts of Vishnu province. The provinces of Selvik, Kalir, Plaav, Sen, Ram, and Polorad (Northeastern region) all get chilly in the winter, but the province of Montz is the only province that has regular snowfall. The highest mountain in the Khanate is in the Kailasam mountain range and bears the same name as the chain of mountains.

Main Article: Cossack Armed Forces

Structure

The Armed Forces are broken into 3 Forces and several smaller divisions:

Royal Cossack Ground Forces (RGCF)

Cossack Royal Air Force (CRAF)

Royal Naval Forces (RNF) The Cossack RNF does not defend Khanate borders, as the Khaante is a landlocked country. However, the RNF is active in colonies and participates frequently in Farkasfalkan operations. The RNF also covers amphibious and freshwater operations.

Cossack Special Forces (CSF) The most elite military force in the Cossack Armed Forces, the CSF are deployed in high-risk missions and usually work in stressful and dangerous conditions. Training is intense and recruits are required to have served in other military institutions.

Cossack Nuclear Command (CNC) The CNC oversees all nuclear and unconventional weaponry. It was created after the RGCF created a separate council for nuclear affairs.

Cossack Cyber-Warfare Corps (CCC) Created in 2013 by the RCGF, the CCC deals with militant groups online, conducts cyber attacks on enemies, and maintains the Cossack Cyber Defense Network, a vast firewall protecting government utilities.

Cossack Military Intelligence (CMI) The CMI gathers intelligence during wartime, and on enemies during peacetime. The main difference between the intelligence operations of the CSF and the CCO (see below) is that the CMI operatives usually rely on data for reports, whereas the CSF and CCO investigate the situation with human troops.

Orbital Defense Command (ODC) The ODC is a small division of only 270 trained officers, with several other trainees and engineers. The ODC designs, launches, and operates armed spacecraft with the help of the Cossack National Space and Aeronautics Command (CNSAC).

Cossack Military-Foreign Relations: An institution that connects foreign affairs with military matters, the MFR recruits educated military soldiers. Recruits are required to have served some time in the armed forces, and also to have some degree of knowledge on foreign matters.

National Security Guard (NSG) A large force that is stationed in all major towns and cities throughout the Khanate, the NSG aids the police and the Department of Defense in maintaining order and peace, as well as enforcing laws and arresting high level criminals.

Cossack Covert Operations (CCO) The CCO is the main intelligence agency of the Khanate, conducting both domestic and foreign operations. However, the CCO are only usually used for preliminary investigations on foreign territory and only uses firearms in self-defense.

Law and Order

The Cossack law and order system is governed by the Department of Police. Aside from a large general Police force, there are several other police forces including the:

Prozder (Special Police)

Werstirct (Secret Police)

Cyber-Security Division

Anti-Terrorist Corps

National Surveillance Corps

Border Security Force

Vigilance

Politics

The Cossack Senate is run by a semi-multi-party basis, however all other government offices, including the Imperator, cannot be affiliated with a political party. Parties are also banned from having youth organizations, having armed sections, encouraging demonstrations, advertising outside of campaigns in public spaces (both in reality and online), encouraging partisanship in government, promoting strikes, and several other acts. All prospective Senators must have a party, and if they affiliate with no existing party, they can create their own. After their campaign and possible term, they can choose to continue running the party or they can dismantle it. Some examples of current parties are: Cossack Industrial and Agricultural Party (CIAP), Cossack Unitzi (Based on national pride, an emphasis on defense, and a strong cultural background), and Eqaisia (Based on heritage and historical preservation, thriving foreign trade).

Business Regulation and Policy

The Khanate government runs a economic system of Decreeist Capitalism. There is both national and private healthcare and old age facilities. Private healthcare is regulated by the Department of Regulation, Ministry of Finance. This is because the government aims to protect citizens from overpriced medical services. The nutrition, food, and restaurant industries are also regulated by the government in a national program to reduce obesity and cancer rates.

Local Governance

At the most basic level lies the village. The village leader is usually chosen by clear majority. However, the candidate is usually discarded if there is partisan disapproval. A village leader is given the title Summum. Next is the Town level, which also covers nearby villages. The leader of a town, a Majorem, is chosen by the several Summums of the surrounding villages and by the Summum of the town. However, if the people show enough opposition, the Summums will change their mind. The next division is an area, and the leader is an Area Majorem, elected by a Area Legislature composed of Summums and Town Majorems. There are five areas in a District, the next division, led by a Volvoide appointed by the provincial Governor. The Governors are appointed by the Imperator himself.

Lands with colonial status are led by a Governor appointed by the Imperator. A local legislature is elected through direct democracy. Two Representatives are elected per province.

Industries and the Economy

One of the major industries in the Khanate is Arms Manufacturing. This sector is led in the civilian section by Stone and Kiln Firearms (Company), and in the government section by Cossack Firearms.

The World Census Bureau had this to say in the fiscal year FY18:

“The frighteningly efficient Cossack economy, worth 669 trillion guilders a year, is broadly diversified and dominated by the Arms Manufacturing industry, with significant contributions from Retail, Uranium Mining, and Information Technology. Black market activity is rampant. State-owned companies are common. Average income is an amazing 201,120 guilders, and evenly distributed, with the richest citizens earning only 3.8 times as much as the poorest.”

Furthermore, the unemployment rate is just 3.08%, which is unbelievable when the Khanate’s large population and land area is taken into consideration. Furthermore, as of FY18, the Khanate was ranked in the top 5% in the world for highest poor incomes. This means that even the poorest citizens of the Khanate earn enough to feed themselves and their families.

Despite several economic benefits of living in the Khanate, the main disadvantage is the notoriously high income tax rate of 51%. This is mainly a side effect of ambitious government projects with large budgets, however it also must be noted that due to the fiscally conservative officials working on the projects, there is a high amount of government waste, which totals about 9 trillion USD per year. This waste, according to Cossack policy, goes to fund civilian programs.

Although no official government programs focus on social welfare, it is common for government waste money to be allocated to towns and cities to be spent on infrastructure and healthcare programs. Meanwhile, The Cossack National Agriculture Program Trust and the Cossack National Manufacturing Program Trust are usually the recipients of major sums of money from either donors or government waste transfers. These trusts focus on aiding struggling farmers and manufacturers.

The economy continues to grow, mostly due to government economic plans to redirect excess money into the civilian population. The country has a trade surplus of about 670 million USD.

Society

The World Census Bureau, in its report on the Khanate (updated 22 Nov., 2018), said:

“Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare.”
