Due to complete inactivity in the General Assembly chatroom, First Justice Celera was proposed exclusively to the members of the General Assembly for removal via the Vote of No Confidence procedure on 15 April 2017. Rathfarnham was ineligible to vote under the Interest Clause. The result of the vote was 7-0 in favour of the no-confidence motion. This procedure was heavily criticised by Cedoria and Llorens, particularly, as the Vote of No Confidence wasn't presented to the general public before its vote and a new bill instituting complete change to the process, the Democratic Confidence Act, was approximately one day from highly likely passing. This resulted in a heated debate on the regional message board, followed by formal apologies from Secretary Losinia and Minister of Defence New Tuva SSR. This event was seen as the tipping point in rising tensions between long-term allied nations New Tuva SSR and Losinia, with the latter formally removing the former on 18 April 2017.

By-elections

Second Justice

As a result of First Justice Celera's removal, Rathfarnham was promoted to the position of First Justice from Second Justice and Llorens was elected in a by-election for Second Justice. The candidates were Llorens and New Prague Workers Republic. Voting was held from 23 to 27 April 2017. The results of the vote were as follows:

Llorens

58.8%
New Prague Workers Republic

41.2%

Proposals

To pass a law in the General Assembly with the Secretary's endorsement five votes are needed, and without the endorsement seven votes are needed. To pass a law by referendum with the Secretary's endorsement a simple majority of the vote is needed, and without the endorsement two-thirds of the vote is needed. The following are the proposals that were put to vote during the term of the 5th General Assembly (an italic result indicates that the Secretary didn't endorse the proposal):

Name Result Proposer/s Description
Democratic Confidence Act 13-0 Atealia
  • Require a Vote of No Confidence to be held via regional poll
  • Remove the Benefactor and Interest clauses of a VoNC
Quorum of the General Assembly Act Libertasnia
  • Requires only 5 GA members to vote on a bill to pass it with a super majority
  • Establishes a second round of voting following replacement of inactive ministers
