Dawinia, officially The Empire Of Dawinia (Dâwínian: El Imperio de Dâwínia; Latin: Imperium Dawinia) is an empire on the Victorium continent. Dawinia is bordered by Acratania to the east, the Revál Ocean to the west, and the North Sea to the north. Via its oversea holdings, Dawinia borders Gilead and Rusnya.

The empire is composed of three kingdoms: The Kingdom of Hamunaptra, The Kingdom of Çunçan and The Kingdom of Équis. There are 24 duchies, or ducados, in total, and the capital of the empire and largest city is Hamunaptra. Dawinia is a major political and economic power, not only in Victorium, but in Noverra. Dawinia has been the leader in many fields, such as theoretical and technical. The country has developed a very high standard of living and features a comprehensive system of social security, including the world's oldest universal health care system.

Dawinia has birthed many influential philosophers, music composers, scientists and inventors, making it richly known for cultural and political history. It was the world's first industrialized country, leading to many innovations, such as the locomotive and the steam engine. Despite a slight decline in the early 20th century, Dawinia is still retains considerable international influence in economics, culture, science, politics, and the military. It is a recognized nuclear state.

History

Government

The Empire of Dawinia is an absolute monarchy with the Emperor of Dawinia as head of state and head of government. Although, Dawinia remained resistant to falling to democracy, elements of it have crept into the governance of the nation. Legislative power is vested in the Emperor, who grants it to the bicameral Asamblea Legislativa.

The nation's legislative body is the Asamblea Legislativa (Dawinian Parliament), with 627 members. Parliamentary elections take place only for the lower house, the House of Ciudadanos, held every five years. Members in the upper house of Parliament are all appointed by the Emperor, and serve an indefinite time. Laws drafted in Parliament must obtain explicit assent from the Emperor for a bill to become law. The Emperor enjoys unlimited veto power, that may be used in two manners: return the bill back to Parliament to amend it or discard the bill in its entirety.

The Judiciary Branch of government is composed of the Superior Court, Court of Appeal, High Court of Justice, & Crown Court. The Superior Court of Dawinia acts as the highest appellate court in the empire.

Foreign Relations

After the restoration of the monarchy in 1600, with the House of Heilig, Dawinia's foreign policy priorities were to break out of the diplomatic isolation of the Übel years and expand diplomatic relations and its empire.

Since 1793, Dawinia's international participation still represents an important part of its foreign policy. Even on many international issues beyond Victorium, Dawinia still prefers to coordinate its efforts via direct intervention.

Military

The armed forces of Dawinia are also sometimes known as His Majesty's Armed Forces or the Imperial Forces of the Crown. They consist of three service branches: the Naval Service (including the Imperial Navy & Imperial Marines), the Dawinian Army, and the Royal Air Force. The forces are managed by the Ministry of Security and controlled by the Emperor. The Commander-in-Chief is the Dawinian monarch, HICM Emperor Dante I, to whom members of the forces swear an oath of allegiance.

Military service is compulsory for men and women at age 17, serving six-month tours of duty; conscientious objectors can opt to enter into the Función Pública (Civil Service), or a three-year commitment to voluntary serve in the fields of social work, e.g., emergency services and hospital work. On 25 April 1989, conscription was extended to include women. Since then, women may serve in all functions of service without restriction.

Language

Dawinia has three official languages, which are in order of size of the native speaking population of Dawinia: Dawinian, English, and Latin. A number of non-official minority languages are spoken as well. Despite the fact that Dawinian is the most spoken language in Dawinia, English remains the standard for education and government. As of 2010, Dawinian citizens are required by law to know Dawinian, English, and either Latin and/or a language from a Victorium nation. As of the latest 2013 census, 83% of the Dawinian population speaks Dawinian, 81% of the population speaks English, 59% of the population speaks Latin, 41% speak languages from Victorium nations, and 10% speak languages from other parts of the world. Total Dawinian speakers worldwide are estimated to be at an upwards of 870 million.

Education in Dawinia is provided by the State, free of charge to citizens, and is compulsory from age 2 till the completion of secondary school. The Dawinian educational system is divided in four levels - Preschool (ages 2-4), Primary (ages 5-11), Secondary (ages 11-18), and Tertiary (ages 18-22).

Religion

Christianity is the largest religion in Dawinia, with around 188.4 million adherents (90%) in 2013. Relative to the whole population, 85% of Dawinians are Roman Catholics. Protestantism, and other Christian denominations, were banned, due to the Holy Edict of 1009, however, was rendered null and void by Queen Angelika II's Basic Rights Of Citizens Decree in 1374.

Dawinians with no stated religious adherence, e.g. Agnostic and Atheist, make up an estimated 7.33 million people (3.5%) of the population, 2nd biggest religious [non-]affiliation. Despite the slight rise in no religious affiliation, church membership has remained stable in recent decades.

The third largest religion is Polytheistism with an estimated 5.23 million adherents (2.5%), followed by Islam with 3.98 million (1.9%) and other religious affiliations with around 3.35 million people (1.6%); Judaism has some 1.05 million adherents (0.5%). Of the roughly 5.2 million Muslims, most are Sunnis and Alevites, but there are a small number of Shi'ites and other denominations. Dawinian Muslims have only recently been some official state recognition of their religious community, as of 2014, due to the institution of Primary Law.

As of 2013, the Dawinian road network spans 147,233 kilometres (91,486 mi) of main roads, 75,331 kilometres (46,809 mi) of autovías/autopistas, and 483,209 kilometres (300,252 mi) of paved roads.

Dawinia has an existing railway network of 19,304 kilometres (11,995 mi). They have the most extensive high-speed rail network in Victorium, and second-most extensive in the world.
