The Federal Council (Laiatanese: Федеральный совет, tr. Federal'nyy Sovet) is one of two houses of the Laiatanese Federation Assembly. It is the upper house of the Assembly. The other house is the People's Council.

The composition and powers of the Federal Council are established in Article Three of the Laiatanese Constitution. The Federal Council has several exclusive powers not granted to the People's Council, including consenting to treaties as a precondition to their ratification and consenting to or confirming appointments of Cabinet secretaries, other federal executive officials, military officers, regulatory officials, ambassadors, and other federal uniformed officers, as well as trial of federal officials impeached by the People's Council.

Each Laiatanese province and the Volkgoroda Capital Territory is represented in the Federal Council by three councilmen. The total of voting councilmen currently in the Federal Council is 48. The Constitution allows for this number to be increased in the case of more provinces or federal territories are added.

The Chairman of the Federal Council, who presides over the chamber, is elected by the members of the Council, and is therefore traditionally a member of whichever party has the most councilmen. The President of the Federal Council is the Vice President of Laiatan, and holds no vote power except in the case of a tie. The Federal Council meets in the east wing of the Laiatanese Capitol.

In comparison to the People's Council, the Federal Council is largely considered to be more prestigious and deliberative body due to its longer terms, larger constituencies, and smaller size.
