The Federation Assembly meets in the Federation Assembly Building in Volkgoroda. Both federal councilmen and people's deputies are chosen through direct election, though vacancies in the Federal Council may be filled by a gubernatorial appointment. The Federation Assembly has 498 voting members: 450 People's Deputies and 48 Federal Councilmen.
