The Serian Concord of Praetoria Nova and Mar Sera III (also know as Serian Concord, Praetoria Nova, and Serian Concord of Praetoria Nova) is a limited autocracy located on Mar Sera III in the Experius System. The Serian Concord maintains control of Mar Sera III, as well as the entirety of the Experius System. Current census data places the total population on Mar Sera III at 8.7 billion Serians, with an additional 5.4 billion settled in and around the Experius System. The official language is Serie, one of the few vestiges of Serian history that is still in use today. However, Serie is generally used by the government and legal services; in their day-to-day, Serians generally use the Galactic Standard language.

The current government, the Serian Concord, is only the most recent of governments to assume control, having been in power for only 26 years. However, it is only the second interstellar Serian government, with its predecessor AegisGov overthrown after a decade of civil war. The concord was ratified on the 6th of December 2833, twelve years after the start of the Serian Civil War. In the years after the revolution, the current government has taken steps to undo the policies, laws, and other various practices of AegisGov. The capital was moved to Catharsys following a public referendum over the location.

History

The history of the Serian people is long and storied, with ample bloodshed throughout the ages. Originating from the planet Mar Sera III, Serians had spread to all reaches; from vast underground manufactories to spacescrapers, the Serians had always controlled their planet for eons. World wars were a frequent reality on Mar Sera until the invasion of the insectoids known to the Serians as the Reaths.

Early days

Serians initially formed together in small hunter bands and frequently skirmished both with the dangerous wildlife and rival hunter bands. Around the time of humanity taking its first steps onto land, the Serians had changed from small hunter bands to living in larger communities. Eventually, through conquest and consolidation, the ancient Serians formed the first Nexus. The Nexus became the center of every Serian city where politics, civil matters, legal issues, commerce, and security came together to steer the city.

Over time, Serians eventually banded together to form over one hundred different nations all across the planet. Despite moving past their primitive origins, Serians still continued to wage war upon each other, for myriad reasons from religious crusades to globe spanning world conflicts that left millions of Serians dead and millions more displaced. Still, the Serian culture and civilization continued to advance forward.

The discovery of nuclear fission in the early 19th century propelled the technological base of the Serians by orders of magnitude not seen since the establishment of United Serian Scientific Symposium (U3S), an international research organization established in 1004 SE. It was committed to advancing the technological and scientific knowledge of the Serian people as a whole. The U3S championed the use of steam during its infancy and pushed for the transition from coal-fired boilers to new nuclear fission reactors. Adoption was slow, but by mid-century over 60% of power generated on Mar Sera III came from nuclear fission.

Partial List of Global Conflicts

Warfare has been (and continues to be to a limited extent) a part of Serian culture since the rise of the first Nexus. Records for some of the more catastrophic wars have been preserved, however, over the centuries many more records have been lost. Below is a partial list of some of the global conflicts on Mar Sera III.

  • The Hylian Incident: Starting as a small conflict between two feuding rulers of two villages located on the continent of Fallzyr, it rapidly exploded in 182 SE. Valius Hylia, the ruler of Lareks-upon-Clarice, abducted his rival's daughter and held her for ransom. When the ransom was paid, Hylia returned the daughter's head to her father. Outraged, he marched for the small village of Lareks-upon-Clarice. Due to a tangled web of alliances and defensive treaties, the incident quickly spiraled out of control as it engulfed almost all of the ancient Serian nexuses. The war lasted from 182 SE to 189 SE.
  • Daedalus March I: The first known recorded instance of religious crusades, the first Daedalus March was enacted by Exalted Hierophant Realt Karzakan in 206 SE. Responding to rising persecution of Daemocletianites, followers of the ancient Serian god of warfare Daemoclys, in the southern continent of Verxes the Exalted Hierophant Karzakan issued a writ of cleansing for the whole of Verxes. Millions of Serians, some of which were veterans of the Hylian Incident, answered the call to arms and marched upon the denizens of Verxes. Lasting for only four years, the first March is estimated to have killed 8.7% percent of the global population at the time. The March was widely considered a failure, both during and after the campaign. Realt Karzakan was stripped out his title and exiled to a small island off the coast of Perspe as a result.
  • First War of Crossing: Separating the northern continent of Fallzyr from the southern continent of Verxes is the Great Meridian Sea, a massive body of water that spans approximately 14% of the world. Connecting the two continents is a relatively small (compared to the continents themselves) strip of land called the Maker's Path. Dense tropical jungle choke most of the land bridge. Traversing the jungle was seen as a death sentence, as it teemed with hostile flora and fauna. No one country lay claim to the entirety of the Maker's Path. The status quo was interrupted in 456 SE, when the country of Karnx declared they would build a road straight through the heart of the jungle, connecting both continents' road networks together. However, the northern nation of Bezarus raised objections immediately and its ruler immediately ordered the deployment of two legions to the northern part of the Maker's Path. Intended as a deterrent to Karnx, the resultant action actually kicked off a race to build forces on either side of the land bridge. More nations saw the immense value of the Maker's Path. As troop numbers swelled, tensions rose until a scouting party from the Karnx Entente was decimated by Bezarian soldiers. The war lasted for two years and ended in a stalemate, with both alliances agreeing to jointly construct and maintain the highway through Maker's Path. The land bridge was also declared a neutral territory.
  • Rifleman's War: Black powder was discovered by Serian alchemists around the end of the First War of Crossing, in 459 SE. Developed too late to actually be of any use to either side, its practicality was not discovered until the invention of the rifle by renowned blacksmith Ferrus Hephae. By the turn of the new century, gunpowder-based weaponry had entered into mainstream use, with bolt-action rifles replacing bows, swords, and spears. However, despite the rearmament of many nations with gunpowder technology, no major war had broken out. The technology of warfare had changed, but not the tactics. In 544 SE, those tactics were put to the test. In what was known as the Rifleman's War, masses of soldiers executed outdated tactics and were quickly whittled away. The two primary belligerents, the Greater United Monarchies and the Federation of Democratic States, squared off on all five continents across the globe. From the jungles of Fallzyr to the southern frozen reaches of the Myenkar Ice Sheets, every nation was swept up into the first truly global Serian war. The pace of weapons technology grew exponentially during the course of the nine year war, as did the casualty rate. At war's end in the summer of 553 SE, the global population decreased by 26.3%, making the Rifleman's War the deadliest conflict in Serian history for the next 1500 years.
  • Second War of Crossing: Peace had surprisingly been maintained for the last 450 years, when used in the loosest possible sense. In 1027 SE, steam had come to be king, powering nexuses all across the globe. Methods for generation were as different as the nations on the planet, but coal was seen as the most economical option. Maker's Path, which had seen major upgrades since its inception, became the focal point in another global conflict. As a neutral territory, an international body was established to maintain the connection between the two continents. Despite the advancement of technology, the majority of the land bridge remained heavily forested. Corruption and backroom deals eventually sunk international cooperation on Maker's Path and caused the Federation of Democratic States to seize the land bridge. The Confederation of Free Nations, immediately took to a defensive posture, positioning soldiers on the southern edge of the Path and enforcing a total naval blockade. An uneasy peace reined for nearly two years before what became known as the Baraklov Order triggered all out war along multiple fronts. Although only amounting to less than a 6% decrease in total global population, it was the longest war in Serian history, lasting a total of 82 years. It also was the costliest, at an approximated 175 trillion experion loss calculated in terms of lost manhours, infrastructure, and global economy collapse. Advancements in transportation technology would rise dramatically after the war, making Maker's Path vastly less important in terms of strategic and economic value.
