Constitution of the Laiatanese Federation


The Federal Council (Laiatanese: Федеральный совет, tr. Federal'nyy Sovet) is the upper house of the Laiatanese Federation Assembly. The other house is the People's Council.

The composition and powers of the Federal Council are established in Article Three of the Constitution of the Laiatanese Federation. The Federal Council is comprised of councilmen, each of whom represents a single oblast or the Volkgoroda Capital Territory. Each oblast and the federal territory are equally represented by three councilmen regardless of its population, serving staggered terms of six years. With 15 provinces and one federal territory, there are 48 councilmen. The Federal Council meets in the east wing of the Federation Assembly Building in the capital city of Volkgoroda.
